407-km Potin to Pangin road widening agreement reached

ITANAGAR, Aug 14: The Concession Agreement was signed in the Ministry of Road Transport and Highways today in New Delhi for ''Widening and upgradation of existing road to 2-Lane National Highway standard from Potin to Pangin (407 Km) on hybrid BoT (Annuity) model under the Arunachal Pradesh package of Roads and Highways. The 407 km Potin-Pangin section of NH-229 is a part of Trans-Arunachal (TAH). The construction of 2-lane TAH from Tawang in Arunachal to approaches to Bogibeel Bridge in Assam was announced by the Prime Minister on January 31, 2008 during his maiden visit to capital Itanagar.

The TAH is a very important NH which runs across the land-locked border state. The Potin-Pangin section of Highway will greatly improve the internal connectivity of Districts like Papumpare, Lower Subansiri, Upper Subansiri, West Siang and East Siang and foster socio-economic development. Apart from this, the Highway will help construction of Hydropower projects and facilitate the movement of Defence forces.

The project has been awarded to M/s ECI-SREI (JV) on BoT (Annuity) model and would be completed at an estimated cost of Civil construction Rs. 1,712.50 crore in 4½ years. The tendering were annulled twice owing to high annuity quotes in the earlier past.

This is a hybrid model under which 80% of the estimated construction cost will be disbursed to the concessionaire during construction phase and remaining construction cost and maintenance cost etc. will be defrayed through annuity payments. The Concessionaire will maintain the road for 12½ years after the construction period of 4½ years and Ministry will pay 25 semi annuity to concessionaire during maintenance period of 12½ years.  It may be recalled that similar MoU was signed by concern Ministry on Dec 19, 2011 with M/s Sushee-IVRCL for implementation of  2-Lane Highway from Nechipu to Hoj (311 Km). Substantial pre-construction activities has been completed by now to start the construction work in coming working season.

 

 

A tale of an old woman in realm of idleness

ITANAGAR, Aug 14: Idleness and drowsily words alienate to  80 years old Pomdrang Bellai, a widow of Mekailing village under Tezu circle of Lohit district. Her determination and passion for work keeps her alive and kicking despite at decaying age. Bellai believes, work is not only worship but zeal to live in one’s life.

Old Bellai, a regular local vegetable seller in Sunday market under Tezu bazaar welfare committee used to bring vegetables and other edible items from her village 2 kilometers off weekly market. Now she comes with her white Pony (horse) which she bought a year ago to transport the vegetable since she is  no longer able to carry a load. Sometimes old widow collected herbs from the nearby jungle and sell them in the market. She could earn Rs 1500 to 2000 in a week; thus helps her son to run the family.

Paradoxically it is said that local women and farmers of Mishmi community in Tezu are usually shying away to engage themselves in growing vegetables in their own farms. Most of community women are reluctant to sell vegetables and whatever products of their farms in market like old lady does.

Earlier, the community based organizations of the particular community in the district launched a campaign to encourage locals in practicing extensive cultivation of vegetable farms to sustain their income and livelihood. However with the times passes, the zeal for cultivation and practicing commercial farm had  died a  natural death.

Old widow is now an inspiring figure for entire Mishmi society particularly for house wives and young village women who hesitate to do business for their sustainable livelihood. She wishes to work till her last breath, thus she is still going strong. (As told by Ruzing Bellai of Amik Matai Society in Tezu).

 

 

Union Minister Deshmukh passes away

Chennai/ ITANAGAR, Aug 14: Union Minister for Science and Technology and former Maharashtra Chief Minister Vilasrao Deshmukh died at a Chennai hospital today after plans for a liver transplant came unstuck following the demise of the donor. 67-year-old Deshmukh passed away at 1340 hours at the Global Hospital, a week after he was flown here from Mumbai in an air ambulance in a critical condition.

Chief Minister Nabam Tuki has expressed shock and grief on the demise of Deshmukh.

Hailing late Deshmukh as a true Congressman, who raised from the grassroots to become the Chief Minister of one of the largest states in India and then move on to hold various portfolios in the Union Cabinet, Tuki said his demise would create a void in the party and the political arena of the country.

Conveying deep condolences, Tuki in a message to the aggrieved family members, prayed to Almighty to give them enough strength to bear the irreparable loss.

“Words of consolation cannot undo the tragedy but we have to take strength from the fact that late Deshmukhjee has left behind a legacy of contributions in the development of Maharashtra, particularly his home constituency of Latur, and will live forever in the hearts and minds of his people, whom he led from the front,” Tuki said.   

Rajya Sabha member and APCC president Mukut Mithi, who had close association with Desmukh as Arunachal Pradesh CM during 1999-03, in his message, described him as a committed leader.

The nation has lost a great son and his absence will always be felt, Mithi said while conveying his condolences to the bereaved family and praying for the eternal peace of the departed soul.    

Late Deshmukh, 67, was admitted in a Chennai hospital on Tuesday as he was suffering from livery and kidney failure. He was brought to Chennai from Mumbai on Monday in a special flight and immediately admitted to the ICU on life-support.

Besides Science & Technology, late Deshmukh was also holding the portfolio of Union Ministry of Earth Sciences. He previously held the position of Chief Minister of Maharashtra for 2 times, from 1999 to 2003 and from 2004 to 2008. Deshmukh was also the Minister of Rural Development, Minister of Panchayati Raj, Minister of Heavy Industries and Public Enterprises.

A member of the Indian National Congress, Late Deshmukh was member of Rajya Sabha. He is known for his administrative astuteness. He hailed from Latur district of Marathwada in Maharashtra.

 

 

Martyr Patey Tasuk awarded Bar to Sena medal

ITANAGAR, Aug 14: Arunachal Pradesh Governor General (Retd.) JJ Singh and Chief Minister Nabam Tuki have hailed the conferment of Bar to Sena Medal to Martyr Lance Naik Patey Tasuk posthumously.

Martyr Tasuk of 17th Guard Regiment, 21 Rashtriya Riffles of the Indian Army made the supreme sacrifice fighting militants at Kupuwara in Baramulla district of Jammu and Kashmir on August 25 last year. The conferment of Bar to Sena Medal on him posthumously was announced on the eve of the 66th Independence Day.

The Governor in a letter to Martyr Lance Naik Tasuk’s wife Patey Ari, said the award is a testimony of the valour of Patey Tasuk and recognition of the supreme sacrifice made by him.

Former Chief of Indian Army, General  Singh further added that late Tasuk was a brave soldier and a true son of  Arunachal Pradesh. Tasuk has set a great example of patriotism and selfless devotion to duty.  He has made every Arunachalee proud, Singh added.

“This is true recognition of a true patriot who laid down his life in the line of duties for the cause of our motherland,” Tuki said.

“Arunachal Pradesh is indeed proud to bear a worthy son like Martyr Tasuk, who died fighting valiantly for the nation,” the Chief Minister added.

 

 

Tawang district level land review meeting

Pema suggests strict action against Govt land encroachers  

TAWANG, Aug 14: RWD and Tourism Minister, Pema Khandu expressed his concern over the frequent encroachment of government land in the district by private individuals. While addressing the district level land review meeting held at Tawang today, he directed the district administration to undertake a complete survey so as to analyze the illegal occupation and construction in the government land.

While briefing about the various Government norms regarding land allotment, Pema advocated for imposition of heavy penalties on those individuals who had made unauthorized occupation in the govt land.

Further, he stressed for cancellation of any fresh land allotment in the district.

The DC Tawang, Kemo Lollen, explained the government norms/rules for private individuals on the basis of commercial as well as residential allotment. He also briefed about the government norms which were implemented by the govt of Arunachal Pradesh. Regarding penalties to be imposed, he invited the members present in the meeting for suggestions and their views on methods to tackle the illegal encroachment/occupations.

Parliamentary Secretary Arts & Culture Tsewang Dondup and Parliamentary Secretary Civil Aviation Jambey Tashi also spoke on the occasion. Both the Parliamentary Secretaries suggested to expedite the complete survey process of illegal land encroachment in the district. They also advocated for imposing heavy penalties on the encroachers so as to discourage other offenders.

Later, the team also held a progress review meeting with the power developers NHPC and Bhilwara Energy Ltd. Pema. They briefed about the grievances being faced by the local people. DIPRO

 

 

CS-Press fraternity meet held

NAHARLAGUN, Aug 14:  On being told that the local Press Fraternity is not boycotting the  Independence Day but showing their  symbolic protest,  the In-charge Chief Secretary (CS)  and Principal Secretary to Chief Minister Yeshi Tsering who  invited  the local  media persons to a discussion at Banquet hall here today  expressed his happiness that the local Press is not boycotting the Independence Day Celebration and  invited   them to maintain the dignity of the Day by   joining  the celebrations in full.

The meeting was called for clarifications on the reported decision of Arunachal Pradesh Union of Working Journalist (APUWJ) and Arunachal Press Club (APC) to abstain from reporting the Independence Day celebration as a mark of Protest against the State Government’s inaction  in apprehending the attacker(s) of a lady journalist of The Arunachal Times, on July 15 last. He informed the media persons that the State Government is well aware of the concerns of the Media persons and taken serious note of July 15 incident and adopted various steps in apprehending the culprit.  As security measures for the journalists, CCTVs are being installed at the Media Houses and prime locations besides processing for  issue Armed Licenses to media persons  despite the existence of ban order on issue of Arms licenses.  He however refused to give  status report on the progress of the case stating that it might hamper the investigation process.

Assuring to put in more efforts  in the investigation process, he sought cooperation of all in sharing any information related to the case and any other case directly to him and the Director General of Police.

Accompanied by other members of local Press Fraternity, APC President Taba Ajum,  clarified that the reported decision of APUWJ and APC to abstain from  reporting the independence Day celebration is not a boycott  but showing of symbolic protest on state Government’s inaction to the incident. The reports filed by PROs and DIPROs will certainly be entertained he added.

Explaining the reasons for taking the extreme step he said, “We have been waiting patiently  for last one month but no breakthrough has been  done so far despite the  best assurances given by the state Government.  We are  civilized people and our protest is very systematic and democratic but  today we are left with no option but to abstain from reporting the Independence Day Celebrations to show our protests”. Meet on road safety measures

PASIGHAT, Aug 14: A meeting under the chairmanship of the Deputy Commissioner RK Mishra regarding violation of traffic rules, road safety, excise Act etc was held today in the DC’s conference hall. PRI leaders, NGOs, senior citizens, public leaders, representative of various women organization, officers and staffs etc attended the meeting.

The DC informed that the number of accidents, death tolls and drug menace is increasing day by day. Minors’ reckless driving putting their and lives of general public at risk. The drug menace is gripping the youths and spoiling their health and lives.

The DC sought all to cooperate and put in concerted efforts to improve the situation and make the area a better place to live.

Various members shared their suggestions and strategies for a better society.  They strongly appealed to the district administration to prohibit selling of liquor to the minors and to check the selling of liquors by the unauthorized shops in the town. They also suggested police to be more active and apprehend the drug traffickers to check the drug menace.

Student organizations along with the other members of the house wanted that there should be strict checking to prohibit minor students to bring bikes and mobiles in the schools. They said that the parents are equally to be blamed.  They should take the responsibility imbibing good moral character and guide their children not to go astray. Ill effects of opium and alcohol consumption, rash driving etc were discussed in details and all appealed everyone to actively involve in eradicating these evils.

Traffic rules, necessary required documents of vehicle, fitness of vehicle, safety equipments and rules of driving license etc were briefed and highlighted by the traffic in-charge by the transport authority.

The ADC SC Debnath cautioned the use of gelatin and detonators as they are life threatening. Using explosives without valid reason is a punishable offence.

Pushpendra Kumar SP assured that all efforts will be put to redress the grievances and complaints of the public. He also sought cooperation from the general public for better policing. He said that ignorance of law is not an excuse. He assured that traffic awareness will be intensified especially in schools.

RK Mishra urged all to cooperate the District Administration in the democratic setup. He said that fear of law should be instilled in the mind of the people. Rule of law should prevail in the society. He informed that regular raid in shops to check illegal selling of wines will be carried out. Instructions to headmasters and principals will be issued to prohibit bringing of bikes and mobiles in schools by minor students. The bank of the Siang River will be beautified and security will be beefed up so that families can use it as amusement park. He also assured to check the stray animals in the town.

STS bus service between Yomcha and Aalo re-introduced

Aalo, Aug 14:  Arunachal Pradesh State Transport bus services from Yomcha to Aalo has been re-introduced today after a gap of two years.

Flagging off the bus service, Emar Ete, Additional Deputy Commissioner, Yomcha appealed all the public and Student Community to cooperate with the department for safety and uninterrupted bus service. He suggested all not to carry excessive load in the bus and behave with staff and public.

The Public, Govt. Official and Student of the Higher Secondary School, Yomcha were gathered on the Flagg off ceremony.

Kargu Kardi Student Union (KKSU) president also spoke and appealed to the student community to follow the instruction of the department during journey in the bus.

Tuter Nima, Station Superintendent, State Transport Services, West Siang District, Aalo appeal the Public and Student Community to cooperate with department as the re-introduced bus is an old and repaired one.  He further appealed to the public to journey with proper ticket and asked the student to avoid roof riding which is very much risky in hilly road.

Station Superintendent also conducted awareness campaign on safety bus journey for students and public at Govt. Middle School Taba Sora and Govt. Secondary School Nikte.

ANSU condemns murder of student, demands arrest of culprits

ITANAGAR, Aug 14: The All Nyishi Students’ Union (ANSU) has strongly condemned the brutal murder of Rallo Rene, a class XI student of Government Higher Secondary School Yazali on August 12.

The incident took place while she was returning from her home to school after spending time with parent on account of holiday Sunday around at 4 pm to 5 pm. One accused is already arrested by Yazali police whereas other are at large, ANSU informed in a release..

An ANSU team comprising its vice president Tagru Tame, convener Lishi That, Secretary (info & Pub) Bengia Tada and Asst. games and sport secy Nagram Pentum visited and conducted a series of meeting with ADC Yachuli, officer-in-charge of Yazali police station and public and deceased family.

Tame  appealed to the general public, deceased family, women group and specially youth of Yachuli not to take law in their hand out of emotion and sentiment. Let the law enforcing authority to take its course of action, he appealed.

ANSU demanded the law enforcing authority of Lower Subansiri district to immediately arrest all the culprits involved in murder of Rallo Rene.

ANSU deeply mourned the tragic and untimely death of Rene and termed her death as a great loss for the entire society.

A team of executive members of All Lower Subansiri Students’ Union (ALLSU) also visited the parents of Rine today and consoled the bereaved family..

While condemning the barbaric act, they demanded the authority concerned to arrest  the culprits, who had committed the heinous crime, within 15 days and give exemplary punishment. ALSSU threatened to launch democratic movement if the culprits are not arrested within the given time.

The ALSSU members prayed for eternal peace of the departed soul.

 

 

Students distribute fruits

KHONSA, Aug 14: As a part of the Independence Day celebration, the Nocte Students’ Union (NSU) distributed fruits, snacks and other eatables to the patients of District Hospital, Khonsa and inmates of UTP cell and Khonsa Sub-Jail as a goodwill gesture.

The executive members of NSU led by its president and general secretary also enquired about the health of the patients and assured to help them in whatever small ways they could.

When asked about the programme, the NSU leaders said that the patients admitted in the Hospital need love and care apart from the medicines.

Talking about the union’s gesture to the jail inmates, they said that the inmates in the jail were mostly misguided youths who due to some reasons landed themselves in custody adding that they need a healing touch and that presenting some gifts to them on pre-Independence Day would definitely have some effects on them.

Dr. Matey, MO, Matron, Denhang Bosai and others were present during the programme. The public, medical staff and jail management have appreciated the students for the novel gesture. DIPRO

 

 

Disaster awareness rally at Changlang

CHANGLANG, Aug 14:  A rally by students to create awareness on Disaster Management was organized by Department of Disaster Management today that covered the entire Changlang township.

Pamphlets on safety tips on fire accident, earthquake, landslide and flood were distributed amongst the participants along with sticking of posters on safety tips on Natural Disasters.

The rally flagged off by Changlang deputy commissioner culminated at DIET auditorium which started from near SBI, Changlang.

Video film on Earthquake and its preventive measures were also screened.

The  Department had also organized sensitization and disaster awareness programme amongst NCC cadres and Scouts and Guide of the schools in the district headquarter in July 2012. Another programme on ‘concept, approach of Disaster Management and Plan formulation and District Disaster Management plan’ was organized  amongst the staff of online department on 30 July.

The department had also organized sensitization programme in remote Manmao circle on August 8 where students of Govt Secondary school Manmao,  Gao Burahs, Panchayat Leaders, teachers and officers and staff of the online department were present.

AASU demands relief to Mirmir fire victims

ITANAGAR, Aug 14: The All Adi Students' Union (AASU) has urged the East Siang district authority as well as state government to provide immediate relief to all the fire victims of Mirmir, Pasighat for their quick rehabilitation.

A team AASU today visited the fire devastated sites at Mirmir and conducted a social service at the spot.

Fifteen houses were burnt to ashes near All India Radio Station at 12.30 am yesterday. According to eye witnesses, all household items including other properties were completely destroyed in the devastating fire, AASU informed

AASU also urged all the people of Pasighat to support the victims in the worse situation for their immediate rehabilitation.

 

 

Etalin gets Primary health centre

ANINI, Aug 14: The Primary Health Centre ( PHC) , Etalin  was officially inaugurated by Deputy Commissioner Abu Tayeng  yesterday in presence a large gatherings of villagers, public leaders, GBs, Panchayat members, doctors and staff.

The PHC building project funded under BADP 2011-12 was executed by the DRDA, Anini.

Speaking on the inauguration, DC Abu Tayeng urged all to preserve and protect the property of the Govt. as it is an asset which has been created for the benefit of the common people of the area. Also, DC appealed the Medical Officers and Staff to discharge their duties with utmost dedication and care as the service they render concerns the lives of an individual. The DC exuded hope that the PHC will go long way in reducing the infrastructural deficit of the health deptt. in the  circle  and will prove to be beneficial project for every residents.

Later in the day, the DC also inspected few power projects being implemented by APEDA under PM package. He suggested few corrective measures in the implementation of the projects. He was accompanied by the Project Officer, APEDA during the inspection.

Painting competition on energy conservation

ITANAGAR, Aug 14:  Like the previous year, the Union Ministry of Power has launched the national campaign -2012 in order to promote awareness on energy conservation in the country. Under the campaign painting competition for students at the School, State and at National level are being conducted to make aware the children about the need of conserving energy. The children studying in the class IV, V and VI standards are eligible to participate in the painting competition.

Meanwhile,  the NHPC (National Hydro-electric Power Corporation) regional office, Itanagar, which has been nominated as nodal agency to organize/coordinate for smooth conduction of the painting competition at various level has appealed the principals/headmasters of the schools (both Govt  and private) of Arunachal Pradesh  to conduct  the competition by September 28 and send the report by Oct 4.

The themes for school level painting competition is “Bijli Bachao Unnati Laao”, “Do the Nation a favour, be an energy saver” and “Wind, water, Sun: Energy for the long run.”

The competition is being held in three stages, namely, School, State and National Level. Arunachal  state level competition will be held on November 9, NHPC sources informed.

ITANAGAR, Aug 14: Lokam Brothers FC beat All Chimpu Youth Association 4-2 in the second semifinal to set up final clash with Middle Chimpu FC in the 8th Independence Running Football Tournament tomorrow.

Dare Kiran scored two goals for Lokam Brothers in 45th and 56th minutes while Gora Antony and Dari Takar scored a goal each in 35th and 80th minute respectively.

Tana Agung and  Lee Ete scored a goal each for All Chimpu Youth Association in 28th and 70th minute.

The final match will start KV No 2 playground would at 3 pm.

 

 

Table tennis tournament 2012

Jairampur, Aug 14: The first ever Table Tennis Tournament 2012 organized by Assembly Youth Congress Jairampur concluded here on Sunday last  with Sunny Nocte (senior) and Ralte (junior) clinching the title quite convincingly.

Earlier, Agriculture and Horticulture Minister Setong Sena, who has been instrumental in encouraging sports throughout the region, stressed on channalizing youth energy through proper guidance as youths are the back bone to the nation, who can change the future of the society.

Sena also informed about the pilot project starting in Nampong that will basically train the school drop outs in various trade enabling them to earn their own livelihood with dignity.

Elaborating further he said the school drop outs from the age group 18 to 25 will be the primary target of the Chief Minister Livelihood School as 60% of the unemployed youths belong to this category.

The school will train and engage them to earn their own livelihood and will partially erase the problems endured by the youths, Sena said.

Sena also lauded the efforts of the Youth Congress in organizing sports meets and touring interior regions to interact and comprehend the grassroot problems.

Meanwhile, Indian Youth Congress General Secretary (in-charge Arunachal Pradesh) Indira Sharma, and Arunachal Pradesh Youth Congress President Tadar Niglar who handed over the trophy and cash award to the winners appreciated the involvement of the Youth Congress in organizing sports tournaments to gather the youths under the same roof.

They also requested the youths to keep participating in sports and shun away from erroneous path.

Statue of Guru Padma Sambhava consecrated

BOMDILA, Aug 14: The efforts put in by the local legislator RT Khunjuju bore fruit the day before as the consecration of the statue of Guru Padma Sambhava; considered to be the savior of all beings, took place at New Bomdila Helipad amidst great fanfare and celebration.

Guru Padma Sambhava was an Indian wizard guru. He was a great and accomplished scholar of Nalanda University with super natural powers.

According to the Mahayana Buddhist Lunar calendar, on the 10th day of the sixth month, he appeared miraculously in the blossom of a Lotus in the Lake of Dhanakhosa in the frontiers of present Afghanistan and Pakistan known as Udiyana.

He is believed to be the savior of all beings. On account of it, his images are constructed everywhere and his portraits are displayed in all the prominent places.

Believing in the good things that could happen to the people of the area, R T Khunjuju, the MLA cum Parliamentary Secretary for HPD initiated the noble step and on completion, the day before was chosen for the consecration.

Among others, DC, SP, HoDs, Public & Panchayat leaders and the villagers of Pedung (New Bomdila) attended the religious rites performed by the Abbot and monks of Gaden-Rabgyeling Monastery, Bomdila. DIPRO

ITANAGAR, Aug 14: Polo Colony Youth Welfare Association with supports of well-wishers and general public conducted a three days social service near steel bridge polo colony, Naharlagun from August 12 to 14 last.

During the three days social service, volunteers repaired the damaged road portion which was remained in dilapidated condition for the last five years.

Meanwhile, Banderdewa Tarajuli Development Association and Forest Right Committee along with Panchayat members and villagers of Tarajuli area also conducted social service at Tarajuli link road and repaired the road temporarily yesterday.

TEZU, Aug 14: The preliminary round of State Level Quiz Competition in respect of Lohit district on “New and Renewable Energy and Technology”, sponsored by the Union Ministry of New and Renewable Energy was conducted at BRC Training Building Tezu on August 10.

Written test as per the guidelines was conducted by K Rina, DDSE, Lohit.

Total seven schools participated in the Preliminary Round and students of VKV, Sunpura stood first in the written test. The winners will participate in the semi-final and final round competition which will held in Itanagar. DIPRO

 

District Level Science Seminar

Aalo, Aug 14:  Misinam Darang of RK Mission School stood first in the district level Science Seminar on the topic Mathematics in India- its past, present and future which was conducted at Govt. Hr. Secondary School yesterday. She would represent West Siang in the State level Science Seminar.

Kiyum Padu of VKV Jirdin and Usha Gupta secured the positions of first and second runners up respectively.

Presiding over the function, Tomi Doke Lendo advised the students to inculcate scientific temperament to become good technocrats/bureaucrats in future. He reiterated that 90% of students in school pay much importance on cultural/recreational activities and literary activities which promote art of speaking and mental development takes back seat.

The Swamiji,  Maharaji of RKM, Principal of VKV Jirdin, teaching staff headed by principal and vice principal and students of Govt. Hr. Secondary school Aalo were present on the occasion.

 

Legal awareness workshop

ITANAGAR, Aug 14: Doimukh Nyem Welfare Society in collaboration with Arunachal Pradesh State Commission for Women is going to organize a “Legal Awareness Workshop on Crime against Women” at  Auditorium Hall, Rono ground, Doimukh on  August 18,  according to a Society release.  The workshop is being sponsored by National Commission for Women, New Delhi,  the release added.

 

Assembly session

ITANAGAR, Aug 14:  The ninth session of the Fifth Legislative Assembly of Arunachal Pradesh will commence on September 27. Three days session will come to an end on September 29, according to an official release.

 

Power disruption in AIR

ITANAGAR, Aug 14: Frequent disruption in power supply badly affected the broadcasting of news and various other programmes of All India Radio (AIR), Itanagar for the last many days, according to sources.

Important Government wing like AIR  centre is facing hardship due to power crisis, particularly during evening hours, sources said and requested the department concerned to  ensure uninterrupted power supply.

Body of 45-yr old man found, identified as Jumkar Basar

ITANAGAR, Aug 14:  The body of a 45-year-old person identified as Jumkar Basar has been found at Gumto, Doimukh circle, today morning, Doimukh police said.

An FIR has been lodged at Doimukh PS. A case (No 29/2012)  has been registered and investigation launched, in charge officer of the incident informed. It is suspected to be a case of murder, police said.

The Galo Students Union (GSU) has strongly urged the state government to  immediately arrest of the culprits.

Meanwhile, Arunachal  Pradesh Literary Society deeply  mourned the sudden  and sad demise of its eminent member Jumkar Basar, who was popularly known as Annu Basar. The Society will ever cherish his memories for his remarkable literary creation and his effervescent spirit. He wrote a book titled ‘Sukun-i-Dil, a collection of Urdu Shayari.  His last presentation of Urdu Shayari at recently held Assam Sahitya Sabha at Ledo was widely applauded by all.

Ecotourism - an alternate resource utilization system in Arunachal

Arunachal Pradesh is basically a mountainous state with undulating landscape, heavily dense forests, rugged-rocky and inhospitable terrain. Even in the case of human populations, it exhibits an array of cultures & traditions and multiplicity of customs & rituals, including faith & belief system. Arunachalee society has been, by and large, a close knit, inter-woven set of communities, gregariously scattered, yet characteristically similar, only minutely different from each other and distinctly different from others. Arunachalee society, evidently, depicts an exquisite mosaic of heritage sculptured and decorated by the precious beads of quest, endeavour, and achievement of indigenous communities of Arunachal. In fact, for this reason, Arunachal is recognized as one of the hotspots of bio-diversity in the world.

As such, it offers an endless variation of scenic beauty, and makes it ideal for development of tourism, especially adventure, cultural and eco-tourism. It’s, however, unfortunate that despite such enormous potential, lack of infrastructure facilities such as, transport, communication, accommodation and other tourism supported facilities, renders the most part of it out-of-bound to the tourist. It’s no wonder that Arunachal Pradesh is known as ‘Unexplored Paradise’, ‘Hidden land’, and so on.

Resource Mobilization

The need of the hour is to create, generate, evolve, and develop awareness, interest, entrepreneurial skill, technical know-how, infrastructure, etc., i.e. Government-sponsored, people-based and community-oriented steps should be initiated in order to involve people in this sector. The prominent NGOs, community organizations, registered societies, and so on must be engaged in evolving an atmosphere of confidence, zest and zeal for effectively propagating the information, intent, resolve, policies and programs of the govt. The focus must be on persuading, educating, as well as disseminating the intricacies of the eco-tourism and its potential benefits, besides, importance in the over-all development of the state, not excluding its potential threats as well right through the profile of the Arunachalee society. Identification of major tourist spots, potential tourist sites and other lesser-known but important places which promise eco-tourism should be done on priority basis followed by  building infrastructure facilities and wooing investors, but of course keeping in view the essence and spirit of eco-tourism concept.  Already, places like Tawang, Namdhapa National Park, Malinithan temple, etc. draw lot of people, though much below their actual capacity. But for poor infrastructure facilities, they are second to none;they can make places like Mussorie, Corbett National Park, etc. really run for every penny. Certainly, Tourism and Environment & Forest departments of Govt. of Arunachal Pradesh must take the lead, so that other line departments work symbiotically and in total harmony towards developing Arunachal as one of the world class or premier tourist destinations.

The govt. of Arunachal Pradesh can avail the expertise, guidance, assistance and experience of giants in tourism industry viz. Uttarakhand, Jammu & Kashmir, etc. and replicate some of them in the state as well, along with the unique characteristics of Arunachal to offer equally excellent experience of hospitality, beauty, diversity, and wilderness to tourists. States of J&K, Uttarakhand, Rajasthan, other north-eastern states, more or less, depend on tourism sector. Therefore, they have a well-laid networks, well-defined tourist circuits and world-class infrastructure. However, they too are suffering from unavoidable problem of degradation and degeneration of various places due to over-influx of visitors beyond the carrying capacity of the place. These places are losing their earlier charm, and no longer attractive. In this front, the entire Arunachal Pradesh is relatively unexploited and untouched.  This is Arunachal’s advantage.  Taking advantage of the changing scenario, Arunachal can, surely, be leader in the field of adventure and eco-tourism. All it needs is a bit of govt.’s resolve& investment, interest & investment by individuals, co-operation & commitment of the people, and the rest will take care of itself.

Infrastructure Creation

Accessibility to Arunachal is rendered difficult by the topography and difficult terrain. In addition, the existing infrastructure facilities are insufficient both in terms of quantity and quality. The road and other communication utilities are also inadequate, and they all contribute to under-utilization of the potentials or resources for the development of tourism in the state. Therefore, the state administration should focus on creating and developing world-class infrastructure facilities. More tourist lodges, inspection bungalows, circuit houses, hotels should be developed through-out the state. Roads, transit camps, communications, counseling camps, publicity centers, a good network of protected areas and well-defined tourist circuits with registered tour operators are the requisite ingredients to prepare Arunachal as the tourism paradise.

People’s Participation

The local communities when actively participate in the development of eco-tourism could consequently lead to the betterment of their lives. There are many ways in which the local people could be involved in ecotourism. Other than sight-seeing and adventure sports, major tourist attractions are the local customs and traditions. People visit new places to even experience cultures unknown to them. It would be a beautiful experience for the tourists to be involved in community works, if the tourists may so desire to avail. In fact, we should design such tourism models which would make tourists voluntarily involve in community works/chores like sowing and reaping of crops, which are very interesting parts of village life. Being out of the way of urban life-style, visitors are more likely to enjoy experiencing such things. In addition, community fishing sprees, mock-hunting safari may also be thought of; such innovations would add to the adventure. These are, of course, in addition to the already existing adventure sports like river-rafting, trekking, mountaineering, rock-climbing, etc.

Festivals and events that showcase the local rituals are important part of the development of eco-tourism. Such traditional events should be encouraged to be held; such events not only contribute towards more income for the locals, but also in spreading the cause of preservation of indigenous culture and traditions.

 

Development & Economic Betterment

Eco-tourism is a relatively new idea which envisages ‘tourism at the door-step of nature and cultural heritage without hampering the fragile and delicate ecological balance of a site or place, yet ensure socio-economic and cultural growth and development of the locality.’In the present world, when the emphasis and efforts are being laid and placed on sustainable resource utilization and also optimum well-being of the people, the concept of Eco-tourism is increasingly gaining popularity and in the context of Arunachal Pradesh, it’s most suitable. The eco-tourism, truly, can play a pivotal role not only in providing employment opportunity and economic well-being of the people, but also ensuring the sustainability of the resource for the posterity.  

It’s high time to harness the potential of the area to the fullest advantage of the people and also ensure the sustainability of the natural resources. Obviously, this beautiful state of Arunachal Pradesh has tremendous potential in tourism sector, as described above, particularly, eco-tourism and adventure tourism and the govt. must, therefore, capitalize on its vast natural resources for socio-economic well-being and uplift of the society.

But all too often, tourism revenue leaks away from the local economy and local communities end up seeing little benefit. This must be avoided.  There are other issues that must be attended to for the proper running of the enterprise as a whole, e.g. it must be run with the involvement and consent of local communities.

Conservation

Eco-tourism can be one effective alternative livelihood activity to the people. This would address and answer the needs and requirements of daily life and also provide them some earning; this would motivate people to take upon themselves the responsibilities of caring, managing and utilizing the natural resources more judiciously and in a sustainable way, for it is relatively convenient and beneficial than that of shifting cultivation and other traditional livelihood activities, which are, more often than not, cumbersome, tedious and exhaustive. Essentially, it leads to reduction in reckless and unmindful exploitation of natural resources, particularly forest of the state. As a consequence, concept of ‘conservation’ could be relatively easily disseminated among the general public. Hence, eco-tourism itself is a conservation-oriented activity, and thus, should be encouraged vigorously, of course with due regards to its ill-consequences. In nutshell, success of eco-tourism in our

State lies in proper management and judicious utilization of our biological wealth with the essence of conservation.

Caution

Generally, eco-tourism activity is more frequently concentrated in and on the periphery of wildlife sanctuaries and national parks. It is considered primarily a subsidiary and secondary activity to assist and ensure proper, convenient and judicious management of the protected areas, in addition to generation of additional revenue from visitors and tourists to these areas. This has created an impression on general public and even among some bureaucracy that eco-tourism has an individual existence and is exclusively a concern of Environment & Forest department and Wildlife authorities. This is but a misconception which, in turn, can prove an impediment in policy-decision and implementation of programs. Hence, holistic and pragmatic approach is essentially needed to avoid unnecessary tug-of-war among various govt. departments.

Nevertheless, it’s not to be taken for granted that all is well with eco-tourism. No, eco-tourism is professional in nature, and thus essentially demands the spirit of entrepreneurship and attitude & aptitude of business. Scientific temperament blended with sociological approach is a necessary ingredient for the success of this form of livelihood. In other words, eco-tourism is a sophisticated system of resource utilization or management with a broad outline of sustainable development and conservation of natural and cultural heritage as well.  Any wrong policy-decision or casual approach in implementation and execution of programs or measures has great implications on the socio-economic and political life of the state.  Evidently, it requires a multi-disciplinary approach right from planning stage to implementation of policies and programs.

Ban on Myrdal Visit

The alleged ban by the Union Government on world-renowned Swedish writer Jan Myrdal to visit India is shocking. The official version is that Myrdal is a Maoist supporter and he had indulged in anti-State activity and that is the reason a ban on his future visit is being contemplated.

The 85-year-old writer denied this allegation saying he is not so stupid, and has called the move against him as anti-Indian. The extreme Left see this as India’s attempt to toe the US line that has imposed a stringent regulations on Myrdal to enter America.

Jan Myrdal is the son of Nobel Laureates Gunnar Myrdal of ‘Asian Drama’ fame. Recall that Late Prime Minister Indira Gandhi very often used to quote the books of Gunnar Myrdal, specially his famous observations on corruption in India. Jan’s mother Alva Myrdal was Sweden’s Ambassador to India from 1955 to 1961. Importantly, New Delhi had felicitated the couple with the Jawaharlal Nehru International Understanding Award.

Jan Myrdal has authored several books that include Report from a Chinese Village, China: The Revolution Continued, Confessions of a Disloyal European and India Waits.  The last one is based on his tour of Andhra Pradesh in the early 1980s, where he mentions that a Marxian-inspired peoples’ movement, emanating from rural India, parallel to the Chinese Communist revolution is awaiting in India.

In fact, his book Red Star Over India has been widely received in India. This book has now reached its second English language edition and is being published in Bengali, Hindi, Punjabi, Tamil and Telugu. In Europe it has been translated to German, Italian, Norwegian and Swedish. It is available as an e-book and is on the net.

The Sweden-based author was in India in January-February, 2012 for the promotion of this book and had visited Kolkata, Hyderabad, Ludhiana and Delhi and shared his views with writers, democrats, students and journalists. The Home Ministry, however, has found that Myrdal had attended pro-Naxal conventions and allegedly expressed support to the CPI (Maoist) ideology of armed struggle against the State, a charge vehemently denied by the author.

Myrdal has reportedly rebutted the allegation saying he was on a one-month conference visa to re-launch his book Red Star Over India - Impressions, Reflections and Discussions when the Wretched of the Earth are Rising.” The Government was well informed about his movements and his speeches are in public domain either printed or are available on the net.  

He further said he did not do anything stupid like giving political “advice” to the Indian friends and the decision to ban him from entering in the country was an anti-Indian act. He requested the official to withdraw the decision if it’s already been taken.

It is well-known that Jan Myrdal is a follower of MoaSaTung’s ideology. In India the CPI (Maoist) are inspired by his writings. He has visited India several times and has extensively toured the country. He knows the Indian reality at the grassroots. But, then that’s it, there are so many foreign intellectual, too may have similar understanding. What does it really mean?

There are certain questions that seek answers? Will the ban on Myrdal solve the Maoist problem in India? Will his visit intensify the Maoist struggle in the country? Can’t his visit be converted as an exercise in exchange of ideas and the Government has benefit from his advice? In fact after India Waits, Indira Gandhi has asked him to come and discuss the issue of left rebellion with her but the ‘mother India’ met an untimely death. Now the ‘Sons of India’ who are killing its own people, under operation ‘Green Hunt’ think they can solve the problem by doing so and anyone who opposes such brutal designs has to be kept off. 

It is in this connection that a person of the stature of Jan Myrdal is being banned from visiting the country. This is a clear indication how much India has changed in its character and ideology over a period of time. Sadly, the Union Government is giving a red carpet welcome to MNCs and the big bourgeoisie to indiscriminately loot the most valuable riches of the country and is being intolerant towards those who are opposing them with genuine democratic and progressive views.

New Delhi is inviting international big corporate such as Enron, Dow Chemicals, POSCO, Monsanto, Vedanta and Areva and many others. And it is hugely supporting Jindal, Mittal, Esssar, Tata and Ambani that are colluding with these MNCs and serving them.

On the other hand the Adivasis who are fighting a life and death struggle to preserve the most valuable lands, forests, hills, waters, minerals and all kinds of other natural resources in the vast areas of the country from their exploitation are being hunted down under Operation Green Hunt. It unfortunately shows how far the Indian State that rests on the word ‘socialism’ enshrined in our Constitution is moving away from its own code of commandments. 

It is not new for the ruling classes of this country to deal with artistes, writers, journalists, film producers and directors in such a manner.  There are several writers and democrats who have been implicated in countless conspiracy cases in our country. On July 1, 2010 a Delhi-based journalist Hem Chandra Pandey was shot dead in a fake encounter by the Andhra Pradesh police. Artiste Jeeten Marandi was sentenced to death by a court of law but later the judgment was withdrawn due to popular pressure. Well-known writer Arundhati Roy was sentenced to jail for supporting the cause of the Kashmiri people.

Recently West Bengal Chief Minister Mamata Banerjee got Professor Abhishek Mahapatra arrested with the ire that he drew a cartoon on her. The Jadavpur University students, who questioned this, were harassed in the name of being Maoists.

The stand taken by the Centre to stop Jan Myrdal from coming to our country is shameful indeed. All democrats, writers, artistes, students, journalists and people from all walks of life should condemn such tyrannical decision. The need is to build a broad and strong solidarity movement that would make the Government revoke its proposal to ban Jan Myrdal from visiting to India. Let us not waste any more time.— INFA

A new solution  for the Ganges

On its journey south and east from the Western Himalayas, through the Gangetic Plain of North India and on to the Bay of Bengal, the Ganges flows for over 2,500 kilometers (1,553 miles). More than 400 million people dwell in its basin and depend on its life source. It's one of the world's 20 largest rivers - and also one of the most polluted on the planet.

In places, the once sacred, life-giving Ganges has become a cesspool, polluted with fecal waste, semi-cremated bodies, and water-borne disease. In its $3 billion (2.4 billion euros) quest to restore the Ganges to health, the Indian government is turning to Israel - a tiny, arid Middle East country that is producing world-leading water technology.

Israel NewTech, an initiative led by the Israeli Ministry of Industry, Trade and Labour, is matching Israeli clean-tech companies with Indian partners to tender solutions for the Ganges.

The Indian government aims to have no untreated municipal sewage or industrial runoff enter the Ganges by 2020, but according to Oded Distel, head of Israel NewTech, cleaning the Ganges is more like a 20-year mission.

"It's a huge project. It combines technological aspects and elements from waste water treatment and water management up to irrigation," he said. During dry season, "it becomes more a kind of canal for waste water rather than a real living river."

The World Bank is investing $1 billion (812 million euros) in loans and credits to India, to help with the first step in the Ganges River clean-up. The first goal is to reduce pollution in a sustainable way.

26 years since India embarked on a lofty plan to restore the heavily polluted Ganges river, there still are many setbacks. However, there is a ray of hope that with the help from the World Bank and Israeli Government,  the river might make a recovery.
